Updating robot-model, image-pipeline and vision-opencv recipes

The cv-bridge 1.10.14 now needs python-numpy-native, as a python
script with ´import numpy´ is executed at compile time.

The version 1.11.4 contains the local patches for
CATKIN_ENABLE_TESTING, and hence the local patches can be removed.

This commit updates to 1.10.17 and removes the local patch that
has been added to 1.10.17. The new version of collada-urdf has
added another target, and its recipe must be updated.
