The smach_ros package added rostest test case, and now depends on
rostest, and hence, this commit also adds the dependency to the
recipe.

The geometry-experimental recipes are updated to 0.4.7 to be in line with
https://github.com/ros/rosdistro/blob/9cb0c7fb0565614f2b5482a8a6c9411ad7bf257c/hydro/release.yaml.

For the update of the tf package to the hydro release version,
new recipes for the geometry-experimental repository are provided
in this commit.
