The rosconsole-bridge is updated to 0.3.3 to be in line with
https://github.com/ros/rosdistro/blob/5a90bb971b74bc714a1099d36aafad6d05bf68e3/hydro/release.yaml.

Pipes console_bridge output to rosconsole/rosout when console_bridge
is used in a ROS-dependent package.
