feat(external_data): load utc

• Updated models to closely match UTC db spec
• Updating loading data and tests to match
• Added UTC partner model
• Added class and command to fetch from the API on top of utc DB

Also:

• Removed department and Specialty models
• Added some denormalization and signals / custom save maintain coherence
