suppression de backup_data.json dans le dossier /db-backup/config (redondant avec les informations du README), changement du nom de la variable Backup-Rota dans le README pour correspondre aux informations fournies dans le README de backup-rotation

README.md added, written in markdown. backup_data.json removed. start_rotation.py modified to check for exceptions and close the config file correctly. Comments written in english dor both scripts.
